At the time of this story the New World Order had reached its maximum power in the world, right before its violent and deadly fall to the United Earth Alliance. The NWO consisted of nearly all Southern Hemisphere states, including Australia–though reluctantly, under pressure from India, which fielded the largest land force in the world, and Madagascar, which held the most powerful navy in the southern seas. The states of the NWO were technically independent, but had lost much of their sovereignty and control of their own military forces over the fifty year history of the organization, which had originally been founded as a southern answer to the increasingly north-centric UN.
