Note: Interplanetary transmissions were complex and rare enough that most settlements, even an old settlement like Luna City, would have a central office specifically for handling this kind of messaging. It seems archaic, but if a Loon wanted to transmit a message of a physical painting off-world, they would have needed to physically take that paining to the transmission office, and have a clerk perform the transmission.
