Note: It is, of course, impossible to know for sure, but it’s likely that the lack of leadership in the NWO would have meant that the entire operation would have failed. Even had they gotten out their message to the other cells on the other worlds, perhaps those cells would have chosen to ignore the orders due to the overwhelming unknowns. Then again, perhaps (as many alternate history novels have speculated) if this message had gotten off Luna, the NWO would have risen again as a splinter faction on every Human world, and we would still have been fighting a hundred years later.
