Note: When the Sol Council was founded, Venus was the final territory to join, and they did so hesitantly and with suspicion, remembering their history with a system-wide government. The Rampion Accord, which cemented Venus’ role in the Sol Council reads more like an agreement of strong friendship, than like joining an empire, with many clauses that limited the scope of the Sol Council within Venusian territory. Thus the SCSG was always working on Venus, two centuries of reporting on the citizens, and attempting to push them towards true union with the rest of the system. The Conscription War just gave them cause to act more aggressively toward actual dominion of the colony. Of course, as discussed earlier (See Neith, page 7), they succeeded by force in the aerostats, but chose not to directly attack the surface.
